PAP/RAC competence for the activity has been proven during more than 30 years of coastal management practice in advising Mediterranean countries on ICZM, and helping them in establishing legal and institutional basis for the implementation of ICZM within the Barcelona Convention. PAP/RAC has developed methodological basis for ICZM through development of ICZM guidelines and tools and assisted countries in capacity building for ICZM and in preparation of ICZM strategies, plans, projects and studies. The latest successful endeavour of PAP/RAC was the adoption of the Protocol on ICZM in the Mediterranean, signed by the Contracting Parties (CPs) to the Barcelona Convention in January 2008. After entering into force of the Protocol in 2011 the Action Plan for the Implementation of the ICZM Protocol, adopted by the CPs in Paris in February 2012, is the main mandate of PAP/RAC.
